FARMINGTON SCHOOL BOARD

MEETING OF NOVEMBER 3,2003

Mr. Lewis explained that a student RW is on his second suspension. A smoke bomb was set off by this student previously. Last week it was brought to his attention that this student had a bag of white powder with him. He explained that the medicine he took choked him so he took five of the pills and took them apart, put them in five small wrappers and brought them to school. The police were called and the substance has been sent out for analysis. He says he did not show this to anyone, but some students say he was trying to pass it off as cocaine. He is here because this activity falls under the drug and alcohol policy.

Student and Parent came before the board. Steve explained rights of public session and the rights to an attorney. Parent says to go forward. Introductions followed.

Mr. Lewis explained that on October 27th Mr. Chagnon was notified that student RW had a baggie of white substance in his possession. Student explained that when he took his medication it was difficult for him to take and said he emptied the capsules, put it into wrappers and brought to school to take. Mr. Lewis explained that he had no idea what the substance was and the nurse could not positively identify what it was. The police were called and asked if they could test the substance. The police did a field test and part of that test was positive for a drug. The prescribed drug, if that's what it was, was tampered with and this falls under our drug policy.

Student explained that what Mr. Lewis said was true. He took five pills and took out the insides, put them m wrappers and brought them to school. He was planning on giving them to the nurse. Parent explained that he normally puts the pill out in the morning for the student to take. He is supposed to take one per day. Discussion followed. Board members spoke to the student about why he did this and what could happen to him or other students by bringing these drugs to school.

Student now knows that he has to take them before school, as prescribed, and not bring them to school again.

Student and parent left while the board discussed matter.

Administration's recommendation:

Student allowed back to school in 2 days, contingent upon the results of the drug testing.

MOTION:     Dave McGuigan moved to approve recommendation of administration

SECOND:                Dave Vachon

VOTE:                Unanimous

Student and parent came back. Brian explained that the board is very concerned that he took the pills apart and showed them to other students. The board has decided that his suspension will continue 2 more days. It will be contingent upon the drug testing being complete. If the drug is found to be other than his prescribed medication, he will be expelled. The board asked if the student had any further questions. He did not.
