FARMINGTON SCHOOL BOARD

MEETING OF 12-15-03

FARMINGTON HIGH SCHOOL LIBRARY

6:30 P.M.

  Non-Public Session

Mr. Lee explained that Student RM is suppose to be coming before the board this evening.  This is his third suspension. He has not shown for the hearing.   Mr. Lee’s recommendation is for expulsion.   Board cannot take any action until the student and parents come before the board.  Brian Blake concurs with the recommendation of administration. 

Board took no action.

Mr. Lewis explained that Student  JC  is coming before the board for bringing a knife to school.  The student told Mr. Chagnon that he did not have a knife on him.  He did have it in his pocket.  There were issues with this student and other students at school.  A couple of students gave statements that this student had said he would use this knife on a student if they gave him any trouble.  He did not, however, ever threaten a student directly.   Student and mother came before the board.   Steve advised student and parent of right to counsel and right of public session.

Steve Yurick  asked JC to explained what happened.  He explained that he brought one knife for a friend who wanted one and the other one he kept because he did not want to lose it.  He told the board that he did not plan on using it.  Steve explained to the student that he knew about the policy because it is in the student handbook, and he chose to bring two knives to school.  This makes him subject to the sanctions of the board.

Mom and Student were asked to step out of the meeting while the board discussed the matter.

Recommendation of Administration:    Student to be suspended until the beginning of the year and will meet with principal and superintendent upon return

MOTION:                Dave Vachon to approve recommendation

SECOND:                Dave McGuigan

VOTE:                    Unanimous

Mother and Student returned.  Steve explained the decision of the board.  Mom and Student left.

Student RR and father came before the board.  Steve explained rights of public session and right to counsel.  Introductions followed.

Mr. Lewis explained that on December 10th Student RR had received a knife from another student.  He came to the office and spoke to Mr. Lewis.  RR was very cooperative.  He explained that he was going to bring the knife to the office but had not done it yet.  He went and got it from his locker and gave it to Mr. Lewis.   Steve asked the student what he was doing with it. He explained that he was going to bring it home.  Steve explained to the student that under the current policy he could be suspended.  The student said he understood.  Discussion followed between the student and board members. 

Father and Student were asked to step out while the board made its decision.  Discussion followed.  Brian wanted a suspension through the first of next year.  Mr. Lewis did not feel that full suspension was appropriate.  Discussion followed.

Recommendation:  Out of school through this Friday, return to school next Monday and serve an in-school suspension for next Monday and Tuesday.  The Student is to meet with Superintendent and Principal upon return.

MOTION:                Dave McGuigan moved to approve recommendation

SECOND:                Richard Cilley

VOTE:                    Unanimous

Father and Student returned.  Brian explained the board’s decision.  Father and Student left.

SECOND:                Dave Vachon

Discussion followed.

VOTE:                    3 Yes  1 No (Dave McGuigan)

MOTION:                Dave Vachon moved to come out of non-public session

SECOND:                Richard Cilley

VOTE:                    Unanimous by roll call at 8:13 p.m.
